N2 - A new local control theory for manipulating population dynamics is developed. New performance indices are introduced for controlling 'population distribution' and 'excitation path'. The local control field is designed so as to realize monotonous increasing condition of the performance index. The theory is applied to the population dynamics control of the hydrogen fluoride molecule.
