Achieving community resilience in an urban area is a growing challenge. While, community-based risk reduction has been popular and practiced frequently in rural areas, its interventions in urban areas have been rather limited. In spite of that, some megacities and urban areas have documented a number of innovative approaches of community resilience building through specific entry points of environment (waste management) or welfare or health-related activities. From this perspective, this chapter describes the link of individual and community actions for urban risk reduction. One of the key aspects of community resilience is its sustainability through proper linkage of institutions. The link to local government is found to be important. The chapter also highlights the local governance linkage of the community and individual approaches to risk reduction.
