When introducing new technology, operators need to reduce the risk to an acceptable level for society while careful not to lose the merit of new technology to create innovation. The site tends to rely on fail-safe and foolproof, it is possible to deal with the event that happened once, but it cannot respond to unexpected events. Therefore, it is important to conduct preventive measures to improve safety even on human resources base.
